I think it was a little more complicated and rather sadder than that. The Nazi's were actually losing votes when Hitler became Chancellor - their popular vote had fallen and perhaps the tide was beginning to turn. However, Hitler got the office because of the machinations of the Catholic Centre party, who formed a coalition with him. They persuaded the President that Hitler could be "controlled". Several of their lesser members were rewarded by being shot in the night of the long knives. The episode was summed up nicely by a contemporary cartoon - showing the centrists riding the Nazi tiger.
