    You should read about PO in the first post.
    Go to Useful Information->How does Public Order work?.
    I have explained what will reduce and what will increase PO.
    However, there are still some events (that either increase or reduce it) that I can't reveal yet.
    If you want to be prepared for those(and other events) I suggest you read a bit about The Thirty Years War and about your country.

    I can tell you what I was up to:

    Several rounds of back and forth with the host trying to figure out how to send my orders in properly. Then I negotiated for some land and I had to re-send my orders all over again.

    If the other nations don't kill me I'm probably going to commit hara kiri due to the sheer frustration of attempting to handle all the complexities of this game. Meanwhile, other nations have already gotten the hang of it.

    All I want to know is where is the "conquer everything" button. It appears to be missing from my keyboard.

    Obviously I changed my orders with random comments, but this is a good outline to go by

    if you are trying to build a city then simply put,

    Build City in awesome Territory, Hex 6. Name of the city is Awesomeland
