Firstly, You don't have to use one of your orders for upgrades.
Just mention that you want to "upgrade your barracks" below your orders.
Secondly, I must explain sieges.
1) You need siege artillery before you can siege or attack fort/city.
2) You must use "Bombard fort/city" command
3) After that you can attack settlement.
Strength of the Fort is 5 and strength of the city is 2.

Green shows the location of settlement cannons(their strength) that "Bombard" command destroys.
Although cities have larger green areas this only shows the breach in the wall that "Bombard" command creates.
As you can see it's much easier to defend forts than cities.
Players should remember that their troops will be under enemy artillery fire from the start of the battle and the fewer those cannons they have the easier it's to capture the settlement.
You can also just siege enemy fort/city by mentioning that when you send your orders.
Players can't recruit anything from sieged settlements(add units into it's garrison).
