    Quick question. At the start of a campaign when you capture a settlement, normally rebel settlements , you get the option to civilize that settlement a certain way. Their are 4 classes class 1 is fully 2 is semi 3 is a little and 4 is just controlled. well along those lines their is obviously proper terms for what i am explaining whcih i shud know but iv not played in a while :P

    My question is how come in all my campaigns, i can choose to upgrade settlements i capture at the start, but when i expand, expecially to enemy territory i no longer get the option to upgrade my settlements to how i would like them? Is this normal?

    Civilize? These buildings represent the kind of government you install, particularly how you integrate the province into your empire. Have you read the descriptions?

    For most factions, type I represent the core provinces. This is were most of the political power lies. Because of this, they are home to the political, economical and military elite. Obviously, only the provinces most closely aligned to your faction (i.e. those who share the same culture and ethnicity) can be turned into a type I province. Type II provinces are also aligned with your faction, but less important, usually because they are not as powerful or the inhabitants have other loyalties. Type III and IV government represent leaving the local political elite in charge, but with varying degrees of imperial interference.

    Yes i know all this what im saying is, i only ever get to choose what kind of goverment i want at the start with rebel provinces, when i start to expand to take provinces that have been owned previously by other factions the option to choose a goverment type is no longer avaliable and i wana know why?

    because they installed their own governament. you must destroy it and then build a ''regional pacification'' wich take one turn, and after that you can build your own governament. but first, go in the city panel, and destroy their gouvernament building
