I called it a hot potato because it keeps getting passed from person to person. I don't think it's an instantaneous action, it seemed to be your usual 'submit orders during a phase, they are executed at the end of the phase' action, except it can be done during the day as well as at night.

I checked the time stamp, I received the PM from pever at 12:12pm EST yesterday, and the write-up was posted at 10:05am EST yesterday. So, that is a 2 hour gap, it's still pretty close to the write-up and I've seen worse result PM delays in many games. I sent the orders to give the cat to YLC at 6:06pm EST, and pever responded at 6:54pm EST with this:

He'll be gone at the end of the phase.

That seems consistent with a phase-ending transfer, though I still don't know what impact that has on the target being blocked.

I hate to do it, but the fact is he has been completely inactive, and in my last game he had a very powerful role and was completely inactive, not sending in a single night order nor voting a single time. I WoG'd him after 4 days in that game. In fact, as I go back and check, the only post he made in that entire time was his sign up post.
