The Crusade marker is built from the Chapter House. Building a Crusade marker does not automatically start the crusade, the target will need to be set and certain requirements met. More than one marker may be built, but only one may be active at any given time.
To start the crusade, the Crusade marker on the campaign map should be picked up and dropped on the target province. If the Crusade marker belongs to a excommunicated faction, a crusade cannot be started until the faction is recommunicated with the death of either the Pope or the faction leader. The target province must belong to a non-Catholic or excommunicated Catholic faction.
The Crusade marker can hold 32 units (twice the size of a normal army stack) once the crusade is started. Units placed into the marker are committed to the crusade until it is completed, but do not cost any upkeep. Placing the faction leader or the heir into the Crusade marker is generally not a good idea.
If a Chapter House is destroyed, all Crusade markers created from that province (active or not) will be destroyed. Any active crusade with a destroyed marker will automatically fail in place. This will cost the faction leader a lot of expense and influence.
Technically, all Catholic factions can build Crusade markers, but the Chapter House itself cannot be built by the Burgundians, Danes, Hungarians, Papacy, Poles, or Swiss. Modding the build_prod file to remove the faction restrictions on the Chapter House will allow these factions to crusade.
