There's no standard that acts of parliament ahve to adhere to.Governments interpretation of Statute Law is often challenged in Court; it's called a Judicial Review. Basicly you argue that a Minister has misapplied the Law (like the West Coast line franchise). How on earth you can argue that it is right for a Government to ignore the wishes of 84% of the population is beyond me; you appear to be apologising for dictatorship.
