From then on it was either for or against these, the course of the Punic wars and the two powers locked in combat left little room for others to assert themselves independently. Everyone in the W Med (plus Macedonia) took sides in that struggle, on one was left out.
When EB starts, well... there is a chance that the Syracusans might reassert themselves and could thus be a faction with its own independent goals.
