Indonesia isnt a pit of inspiration either. They pretty much sat on their hands when under netherlands rule doing very littlle for themselves untill the 40's when they threw off their shackles spent the next 20 years getting their affairs in order and fighting coups then doing nothing from the 60's onwards.

I propose that Canada has the special unit: "Canadian Mounties"
They fight especially well in cold climates, on horseback. Of course, this makes them easy targets for hidden machine gun turrets.
Their exports are William Shatner and Celine Dion. As in "Someone took a Shatner on Celine Dion"

Actually, can you explain what makes Portugal different, besides language and culture? What could Portugal offer to another country? What does it's government and people do best? How well funded, trained, and equipped is it's military? Does it's military have a specific tactical focus? How well does it do on the Intelligence Agency scale? Does it have any predisposition with other countries?

I think for all minor western nations I would give the speciality "non threatening" bonus to diplomacy and negotiations in the UN and otherwise as long as they do not increase their military drastically or attack another country. They could still partake in Peacekeeping missions a la NATO or Afganistan without loosing that bonus...

I do go to a Canadian school. Our primary sector far outweighs anything else in our economy. What does peacekeeping have to do with an economy?

Edit: Even the Province (Manitoba) I live in....it started quite a bit of Agriculture (I can't recall but he helped make a fast-growing harvesting Wheat of some kind)....I had to do a 10 page essay on most of our Country's resources....and to say that we have little to nothing....is a uneducated guess at best...

Really, because this is the 80's first, second, and third world has a very different meaning.
1st world= USA backing nation/capitalists basically
2nd world= USSR backing nation/ the commies!!!!
3rd World= Neutral/undecided
so Canada is a first world nation, that relies on natural resources for its economy.

He's point it out it is like Africa, or at the very least the Middle East. Canada, in the 1980's, did not occupy an important strategic spot due to Alaska, had a small even if highly trained army, an economy dependent on others by it's natural resources but not it's products, and had internal issues that plague it even now, such as a severe shortage of doctors.
Canada took part in peacekeeping affairs, but has been mostly a second player to countries like the US, Brazil, Germany, India and UK, which make up the vast majority of UN Security Forces.
Just a heads up that my keyboard is on the fritz and I'm going to be visiting reletives tomorrow until at least sunday morning so I'm deflecting the responsabilities of the remaning role PMs to YLC.

Actually, it was even more different from this. It was based upon standard of living and others things, not allegiance.
1st World was basically Western Europe, United States and other nations of the "West".
2nd World was Russia, Eastern Europe, China and others.
3rd World was developing countries.
4th World was basket case/dead in the water economies.
4th world was removed as it offended some nations.
