The Citadel is the fourth stage building in the castle line. It is required for many of the Level 4 buildings, and necessary to move on to the higher level buildings.
As a defensive structure, the Citadel is an improvement on the Castle. It consists of an enclosed area with stone walls, arrow towers and a gate. 780 troops can be garrisoned in the Citadel (cavalry count as 2 men each).
Establishing a Citadel (or any building in the castle line) has some effect on the province happiness, but it is unclear how much as this is hardcoded.
The Citadel has a -30 magnetism value for mercenary recruitment.
