The Shipbuilder's Guild is the third level shipyard building. The Shipbuilder's Guild allows large, deep-water vessels with cannon to be built.
The tech tree and era requirements get a little strange for the shipbuilders line at this point. The Shipbuilder's Guild requires the Compass event (year 1170) before building. But it also requires a Cannon Foundry, which means the Gunpowder event (year 1260) needs to occur. The ships allowed by the Shipbuilder's Guild are only available in High and Late (year 1205 and beyond). Both the Cog and Boom also have the Cannon Foundry as a requirement, so the construction of Wargalleys is postponed for no real apparent reason (to year 1280+, the time needed to build a Bell Foundry, Cannon Foundry, and Shipbuilder's Guild after the Gunpowder event). Modding the Cannon Foundry requirement out of the Shipbuilder's Guild is not a stretch to allow for earlier Wargalleys.
The Boom is the highest level ship that the Golden Horde and Muslim factions can build, so there is no good reason for them to upgrade to the Master Shipbuilder, even though it is available to them in the tech tree.
