The Master Merchant is the final building in the merchant line. It requires the province have at least one trade good. On it's own, it will generate income equal to the 160% of the sum of the values of the trade goods present (local trade). With a Port and ships creating trade routes, it will generate this income for each neutral or allied province with a Port. It will also import goods from these provinces, giving a 20% import percentage of their value. When trading a trade good with another province, if the province already has the trade good, it is not traded.
The trade good values, their placement on the map, and the import percentage are set in the campaign's startpos file.
