The Town Militia is the third building in the militia line. It allows Catholic and Orthodox factions (except the Byzantines) to recruit Halberdiers once the High period starts. Any faction that owns Switzerland can also recruit Swiss Halberdiers by building a Town Militia there, a faster, more disciplined version of Halberdiers.
There is no real point for Muslim factions to build the Town Militia (except in Switzerland). The only possible reason for the Byzantines to build a Town Militia is to reach the County Militia and it's +1 valour bonus for lower level militia units.
The presence of any of the militia line buildings adds 10% to the province's happiness level.
