The Watchtower improves on the border protection of the Watchtower. The Border Fort performs counter-spying, and has a good chance of catching spies and assassins that move through the province. It also adds 30% to the province's happiness.
There is a disadvantage to using the Border Fort for agent protection. Spies and assassins performing counter-spying will not gain valour when the Border Fort catches enemy agents. (need Border Fort's success chances, pointer to discussion of infiltration percentages.)
