The Military Academy brings professionalism into a nation's army. Units trained in a province with a Military Academy start out as Disciplined, making them more reliable in battle.
With a Military Academy, the Turks are able to recruit their feared Janissary units.
TBD - what affect does this have on troops that are naturally Impetuous or are already Disciplined or Elite?
