The Boat Builder is the first level shipyard building. It allows the Celtic factions to build Curraghs, the Anglo-Saxon factions to build Boats, and the Vikings to build Snekkjas. For the non-Viking factions, this is the first step to protecting your coastal provinces from Viking raids.
