The Port is the first step towards seaborne trade, movement, and ship building. A port allows agents to travel to any other province with a port. It also allows troops to be moved to any other province through an uninterrupted shipping connection.
The port is necessary to set up trade routes. Ports should be built in provinces with trade goods, this will hook them into the shipping lanes established by the player's ships and bring in the trade income.
In Viking Invasion, the Vikings can move troops via ships without a port in the province. This enhances their mobility, they can raid a province, destroy everything, and make their escape without the need of a port. All other factions need to build ports to perform these seaborne moves.
The Port is in a different building line than the ship builder structures, and is a requirement for each one of them. If the port in a province is destroyed, it must be rebuilt before a ship builder can be made or upgraded.
