The Pagan Shrine is the second level religious building available to the Vikings. Technically, it is available to any faction that is Pagan, in Viking Invasion this consists only of the Vikings, and only if they haven't been converted yet. TBD - If the Viking faction converts, what happens to all of their Pagan Shrines?
The Pagan Sacrificial Shrine has an advantage over it's Catholic counterpart, it gives a +3 to morale to units trained in the province, as opposed to +2 for the second level Catholic building, the Catholic Chapel. It also is available in Level Three (needing only a Fortified Village), as opposed to Level Four (Fort) with the Chapel. The downside is that this is the last religious building available to the Pagans, so they miss out on the higher happiness, morale, and income available with the top level Catholic buildings.
The Pagan Sacrificial Shrine replaces the Pagan Shrine, so the happiness, conversion, and morale bonuses do not stack.
